Quark is reunited with his lost Cardassian love, but soon discovers that she is part of an underground movement and needs his help...
Character development, this time for Quark... and the Cardassians as a race. Deconstructing the barriers that we (as the audience) had been told to build about the Cardassians, militaristic conquerers... they were in fact artisans once upon a time and some Cardassians want to return to those roots.

In the end, it was all about Quark being in love and Garak admitting that things need to change and that's important to the overall story.
