While spending thirty days in the brig, Tom Paris pens a letter to his father explaining his actions during first contact with a colony who lives underneath an ocean covering an entire planet...
Tom Paris, the convict... remember that storyline that really only appeared in the pilot? Well, apparently he never really changed and given the first opportunity he's off violating the Prime Directive and telling a society how they should live, and the audience joins in on the lesson as Tom tells us to take care of the ocean.

Voyager has certainly hit it's stride and has found what stories it wants to tell and the series benefits from that direction, this - for me - is the beginning of a great run of episodes.
