Data gets emotional while the Borg apparently seem to have changed strategies and are now just destroying anything and everything in sight. The tension through act two plays well as numerous colonies get sketchy about anyone entering their solar system.

Picard grapples with the decision to return Hugh to the collective last year, and I dare say that his memories of assimilation resurface when Nechayev tells him that he didn’t act in the best interests of the Federation by allowing that drone to live.
