I’m sure this is the first episode to delve into pre-warp civilisations on Next Gen. We’re confronted, for the first time, with what to do about a culture that does not understand the technology of the 24th century, yet it has been thrust upon them.

I like the way the episode explored the problem, and our first view of Bajor ;).
